This course emphasizes the research and application of effective human resource and budget management best practices for the executive fire officer. The student will be encouraged to apply budgeting and finance theory to fire, emergency management, and other emergency service agencies, including principles of revenues and expenditures. Includes a review of recruitment, civil service, training, performance evaluation, job development, compensation systems, teamwork, empowerment, unionism, equal employment opportunity, employee rights, privacy and occupational health and safety.

This course is essential for executive fire officers due to the fact that human resources and budgeting is such a large component of the job. This course provides for in-depth examination and practical application of both of these important job duties.
Course Requirements Checklist
After reading the Course Syllabus and Student Expectations, the student will complete the related checklist found in the Course Overview.
Discussions are collaborative learning experiences. Therefore, students are required to submit an “original” thread and two replies. The “reply” posts will be in response to the posts of two classmates. Since this is the first discussion post for the class, students will introduce themselves to others in the course by posting in accordance with the prompt criteria. As opposed to other discussion postings, no citations are necessary. Each “original” introduction discussion thread must be a minimum of 250 words and each “reply” thread must be minimum 150 words.
Discussions are collaborative learning experiences. Therefore, the student is required to provide a thread in response to the provided prompt for each discussion. Each thread must be 400-500 words and demonstrate course-related knowledge. In addition to the thread, the student is required to reply to 2 other classmates’ threads. Each reply must be 200-250 words.
Short Paper: Hiring Practices, Performance Evals, Compensation, and Benefits Assignment
The student will write a 8-10 page research-based paper in current APA format that focuses on several HR topics. These topics include: hiring practices, performance evals, compensation, and benefits. The paper must include at least 10 references in addition to the course textbooks and the Bible.
Short Paper: Human Resource Promotions, Discipline and Health/Safety Assignment
The student will write a 8-10 page research-based paper in current APA format that focuses on several HR topics. The topics include: promotions, employee discipline and health/safety. The paper must include at least 10 references in addition to the course textbooks and the Bible.
Short Paper: Fiscal Essay Assignment
The student will write a 3-5 page research-based paper in current APA format that focuses on a fiscal crisis. The paper must include at least 5 references in addition to the course textbooks and the Bible.
