This course provides advanced human resource development techniques for criminal justice organizations. Topics include skills needed for planning, organizing, staffing, directing and controlling, communicating, motivating, decision-making, priority setting and time management toward effective objectives and organizational goals. Focused areas include job performance, employee development, management of a diverse work force, employment law, harassment and health issues, and disabilities and discrimination in the workplace.

This course builds on skills learned in previous criminal justice administration and human resource management courses. By the end of this course, the student will be able to explain the role of Human Resource Development in relation to criminal justice organizations and the people who work in them. The student will describe each of the major functional areas of Human Resource Development. Finally, students will compare and contrast various theories of Human Resource Development that could contribute to a law enforcement organization’s mission.

- Explain the duality of servant leadership and stewardship from a Biblical perspective.
- Compare Human Resource Management and Human Resource Development.
- Determine what employers should look for when hiring new employees.
- Justify the need for training and development in a criminal justice organization.
- Discuss Expectancy Theory in the hiring and retention of criminal justice employees.
- Discuss the costs of unwanted employee turnover.
Course Requirements Checklist
After reading the Course Syllabus and Student Expectations, the student will complete the related checklist found in the Course Overview.
Discussions are collaborative learning experiences. Therefore, the student is required to create two (2) threads in response to the provided prompts for each discussion. Each thread must be at least 400 words and demonstrate course-related knowledge. In addition to the thread, the student is required to reply to three (3) other classmates’ threads. Each reply must be at least 200 words.
Research Paper Assignment
The student will write a 12-15 page (not counting title page, abstract, or reference pages) research-based paper in current APA format that focuses on a contemporary issue in Criminal Justice Human Resource Development. The paper must include at least 15 peer-reviewed references in addition to the course textbooks and the Bible. The Research Paper will be submitted via Turnitin.
Each quiz will cover the Learn material for the assigned Module: Week. Each quiz will be open-book/open-notes, contain 15 multiple-choice or true/false questions as well as 2 essay question responses of at least 800 words each, and have a 2-hour and 15-minute time limit.
Midterm Essay and Final Essay Assignments
Each essay will be comprehensive and cover the Learn material for the preceding modules. Each essay will be open-book/open-notes and must be a minimum of 8–10 pages of content. The student must respond to 1 of four scenarios presented. Each essay will be submitted via Turnitin.
