Course Description
This course focuses on the key legal issues facing law enforcement leaders as related to specific HR strategies and best practices and the evolving civil rights issues facing law enforcement. Students will be introduced to historical and current legal precedent, including the ramifications of legal issues on the practices of effective leadership in the law enforcement context.

Discussions are collaborative learning experiences. Therefore, the student is required to provide a thread in response to the provided prompt for each discussion. Each thread must be at least 400 words and demonstrate course-related knowledge. All statements of fact must be supported with citations in current APA format (at least 3 in each thread). In addition to the thread, the student is required to reply to two (2) other classmates’ threads. Each reply must be at least 250 words and include at least 1 citation in current APA format. Each thread and reply must include at least 1 Holy Bible reference. Any sources cited must have been published within the last 5 years.
The student will submit two (2) critical review assignments covering pre-selected topics that impact the effectiveness of law enforcement leaders. This assignment will require the student to compare and contrast two (2) articles and then discuss how they are related to the overall topic of law enforcement leadership and civil liberties. One of the articles must be from the assigned readings located in the Learn section for that module. The second article will be found by utilizing the Liberty University Jerry Falwell Library resources. The papers must be 5–7 pages, be written in APA format, include a minimum of 3 references, and integrate at least 1 biblical concept that relates to the assigned topic.
Police Recruiting and Hiring for the 21st Century Assignments (3)
Law Enforcement Agencies must be flexible and able to respond to societal demands. Leaders for social change advocate for police departments that mirror their constituents in terms of ethnicity, race, gender, and in other areas. This adds to the existing challenges that police leaders have in recruiting and hiring a qualified force in an era of declining interest in public service jobs. They must develop innovative methods of recruiting and hiring. The final project will consist of 3 separate assignments that focus on the challenges in police recruiting and hiring for the 21st Century.
Introduction: Police Recruiting and Hiring for the 21st Century
The student will submit an introduction and statement of the problem of hiring police officers in the 21st century. The assignment must be 4–5 pages in length, not including the title and reference pages. The paper must include an introduction, conclusion, at least 3 peer-reviewed references, 1 biblical reference, and be in current APA format.
Challenges: Police Recruiting and Hiring for the 21st Century
The student will address the specific challenges leaders and agencies face, as well as continuing his/her search of best practices, for recruiting and hiring police officers. The student must select 3 police agencies and analyze their hiring processes. The student may conduct one or more interviews with law enforcement leaders to discuss hiring challenges, and find at least 2 peer-reviewed articles that address the need for and practice of recruiting and hiring. The assignment should be 4–5 pages in current APA format, include at least 2 peer-reviewed references and best practices from at least 3 law enforcement agencies (local, state, or federal), and at least 1 biblical reference. The interview is optional.
Proposed Solutions: Police Recruiting and Hiring for the 21st Century
For the final part of the assignment, the student will offer proposed changes and solutions to existing policy and practice including specific elements that would be implemented or changed including recruiting practices, academy and sustainment training, and hiring elements discussed in the Challenges portion of the assignment. The student will also address the future of law enforcement hiring including the need for diversity in law enforcement. This assignment should be 4–5 pages, not including title and reference pages, written in current APA format, include at least 3 peer-reviewed references not previously used, and at least 1 biblical reference.
Each quiz will cover the Learn material for the assigned modules. Each quiz will be open-book/open-notes, allow 1 attempt, contain 30 multiple choice questions, and have a 1 hour and 15-minute time limit.
