Filming and Photography Policy for Requests to Film on Campus

All requests to film on Liberty University’s campus must be made by completing our Film Request Form. Once the form has been submitted, please allow our Marketing Department five business days to respond.


Policy Statment

Liberty University (LU) will consider requests to film on campus or any university-owned property for commercial or noncommercial purposes as long as those activities do not disrupt academic pursuits, normal program functions, scheduled events, student life, or day-to-day university operations. Nothing that could result in a security or safety risk will be allowed.

LU students or employees contacted by those who wish to film on campus for commercial or noncommercial purposes should contact marketing@liberty.edu to properly comply with this policy. If filming on campus is approved, LU may request review of itemized concepts including shot list, mood board and other items as necessary. Final review of the completed piece before approving for public distribution may also be required.

Note: Requests for existing university footage must be submitted via email to marketing@liberty.edu, including details of the purpose and intended usage, for consideration.

Procedures

The producing entity requesting to film at LU must submit the filming request form. A representative from the Marketing Department will reach out to confirm or deny the request. Follow-up on information provided in the form may be required, and depending on the scope of the request, a background check may be necessary.

Type of Requests

Request/Approval Timeline

  • A request related to a commercial or noncommercial film project must be submitted at least 15 business days before the requested start date.
  • If required, a Certificate of Insurance (COI) must be received prior to the scheduled start date.
  • All related fees and deposits must be paid in full prior to the scheduled start date.
  • Payments will go through our Procurement & Payment Services Office, so ample time is needed to process.

Exceptions

This policy does not cover the following:

  • Personal use – filming for personal, noncommercial use
  • Academic use – filming by students and faculty for academic purposes, including research, creative or scholarly work, teaching and learning, or class projects

Note: Depending on the desired location of filming, there are some facility-specific filming policies separate from this policy (such as in the LaHaye Recreation and Fitness Center).

Related Fees

LU may require a negotiated fee in payment for use of campus spaces.

  • Individual or company filming will be responsible for any damages incurred while filming.
  • Costs related to oversight staff, security, medical support, food services, janitorial service, facilities/maintenance staff, fire/safety staff, grounds restoration, traffic control, and room rental will be included in the cost analysis.
  • Any licensing royalty agreed to for use of LU’s intellectual property (IP) includes, but is not limited to, recognizable use of buildings and iconic campus images, signage, United States Patent and Trademark Office (USPTO) registered marks, etc., will be a negotiated fee.

Filming Guidelines

Consequence

Any film project can be suspended without notice if safety becomes a concern or the process results in an emergency situation. Crew members and production-related individuals must conduct themselves in an acceptable manner that will not be disruptive to regular university operations. This could include offensive language, confrontational actions, or unacceptable behavior during interactions with students, faculty, staff, administrators, or guests on campus.

Inability to comply could result in expulsion from campus. This determination will be communicated by LUPD in coordination with university administration.

Denial Right

LU reserves the right to deny a filming request if, in its sole judgment, the project conflicts with the goals, policies, mission, or values of the institution; portrays students, faculty, or staff in a negative manner; or is derogatory to higher education in general. Examples of subject matter that may be rejected are excessive violence, alcohol or tobacco use, drugs, sexual content, racism, sexism, or obscenity.

As a matter of general practice, LU does not allow commercial filming during final exam periods and in residence halls, dining facilities, libraries, clinical care settings, or research/lab spaces. Areas where public access is restricted due to safety or security concerns are also likely to be off-limits for filming. Consideration of whether the project could compromise the privacy of any student, faculty, staff, or campus guest could be a reason to deny a request. The university reserves the right to restrict the filming of a lecture, concert, theatrical production, or similar event under the terms of a contract with the speaker or artist.

Definitions

Commercial: Refers to image capture not affiliated with LU or any use that could generate revenue for a person or entity.

Campus: All real estate under the control of Liberty University and its subsidiaries regardless of location.

Campus Image: Any still or moving image of LU property that can readily be identified by the general public as connected to the architecture, landmarks, signage, presence of prominent individuals, branded clothing or athletic uniforms, or any other means of connection to Liberty IP.

External Use: Filming on campus for commercial or noncommercial purposes for which LU will not own the copyright to the created work. This may include theatrical release, broadcast, industrial use, public service announcements, commercials, television shows, documentaries, or other types of work projects.

Filming: The capturing of moving or still images related to Liberty University property by any means on any media now known or yet to be invented in the future, including (but not limited to) motion pictures, short features, television programs, documentaries, commercials, films, videotapes, audio recordings, blogs, digital disks, or any electronic transmission to another medium or the internet.
