Chapter 33 Post-9/11 Pay Rates & Rate of Pursuit

Under the Post-9/11 GI Bill®, eligible students may receive payment for their Tuition and FeesBook Stipend, and Monthly Housing Allowance (MHA). The following outlines the current pay rates released by the Department of Veterans Affairs for each of these benefits under the Post 9/11 GI Bill.

Monthly Housing Allowance (MHA) and Rate of Pursuit

The Post-9/11 GI Bill Monthly Housing Allowance (MHA) is paid to students whose rate of pursuit is greater than half-time, or more specifically, greater than 50%. The payment amount is determined by the student’s rate of pursuit percentage, rounded to the nearest tenth. The below charts are used to help you calculate the amount you may receive on a monthly basis based on your rate of pursuit, the length of the term you are attending, and your percentage of eligibility.

Rate of Pursuit:

The rate of pursuit is determined by the number of credit hours being taken, divided by the total number of credit hours it would take to reach full-time enrollment status (according to the VA) for the duration of the course. The VA views full-time enrollment, 100% rate of pursuit, as an undergraduate student taking 12+ credit hours in an 18-week term. The chart below provides the equivalent full-time enrollment credit hour requirements at each degree level and term length at Liberty, as well as the corresponding rate of pursuit percentage.

Please note: The numbers in the chart below refer to the number of credit hours taken in the given period of time.

*Please note that a DR level student will be paid at the 100% level for 2.75 credit hours in 8 weeks or 5.75 credit hours in 17 weeks.

 

Monthly Housing Allowance Payment Amounts:

Once you know your rate of pursuit, you can calculate the monthly housing allowance payment according to your percentage of eligibility. The MHA is determined by the format of the class, and not necessarily which campus you enrolled in to pursue your degree.

Keep in mind:

  • Active duty service members and spouses of active duty service members are not eligible for the MHA payment.
  • A student’s rate of pursuit must be greater than 50% in order to be eligible for MHA (50% and lower do not receive MHA).
    • The amount of MHA will be paid based upon the nearest 10th percent (for example, if your rate of pursuit is 54%, you will receive your payment according to the 50% rate of pursuit amount. If your rate of pursuit is 55%, you would receive the 60% rate of pursuit amount).
  • The monthly payments listed in the chart below are for a full 30 day month. Actual payments will be prorated based on actual days of attendance within each month.

Chapters 30, 1606, and 35

Monthly GI Bill® Training Times & Pay Rates

Students using the Montgomery GI Bill® (Ch. 30 and 1606) or the Survivors’ and Dependents’ Education Assistance (Ch. 35) will be paid on a monthly basis by the Department of Veterans Affairs directly.

The monthly payment amount will be determined by the student’s VA Training Time for the period of time for which the student is receiving the payment.

At the bottom of this page, we have provided a few examples of how the VA benefits are paid using this information.

Training Times

Training Time refers to how the Department of Veterans Affairs views your course load, in order to determine the amount of benefit you will be paid. When your GI Bill® benefit is certified, your school certifying official is required to report the number of credit hours you are taking and your training time for each enrollment period.

The charts below reflect how your training time is calculated, based on the length of the enrollment period, level of study (undergraduate, graduate, or doctorate), and the number of credit hours of enrollment. Keep in mind that the VA training times indicated below are for the individual enrollment periods only. Each sub-term must be considered individually and cannot be combined with other enrollment periods for the assignment of a training time.

Special Note: These training times are designed for Veterans Affairs benefits only, and should not be used to calculate course loads for financial aid or outside scholarships. For all other purposes (i.e., confirmation of enrollments for lenders, insurance companies, etc.), enrollment status is determined not by individual enrollment periods, but by the entire semester. Students must be enrolled in 6 credit hours per semester to be considered half-time by the Registrar’s office. For more information on enrollment status calculations please go to the Financial Aid website.

The VA pay rates are provided below to give an estimated amount of payment per full month of enrollment by the VA based on your VA training time. Institutions are required to report the number of credit hours the veteran is taking and the training time for each enrollment period. Please keep in mind that the monthly payments listed are for a full 30-day month. Actual payments will be pro-rated based on actual days of attendance within each month.

*Active Duty students using Chapter 30 will only receive up to the actual amount of Tuition and Fees (for the term), not to exceed the listed amount.
**Students who are “Less Than 1/2 Time” or “1/4 Time” receive one payment at the start of the term for their actual Tuition and Fees only, not to exceed the listed amount.


Benefit Examples

Example 1: Patrick, who is an undergraduate online student, is enrolled in one B term course (3 credit hours) and one D term course (3 credit hours). Since the VA training time for an eight-week course is ½ time for three credit hours, he will be considered ½ time to the VA for the B term and ½ time for the D term (see the charts above).

Example 2: Joy, who is an undergraduate online student, is enrolled in one A term course (3 credit hours), one B term course (3 credit hours), & one D term course (3 credit hours) all in the same semester. She will be considered ¾ time for the entire semester because the A term overlaps with the B and D terms. Joy would be considered ½ time for the B and the D terms, due to her enrollment in 3 credit hours in each term. Since she is also in an A term course (which is a 14-17 week course), she can add that training time to the ½ time status she already has for the B and D terms. The training time for an A term course, for an undergraduate student, is less than ¼ time for three hours (see the charts above). When the VA processes the different enrollment periods, they will see that the A term course overlaps the B and D terms. The VA will add the training times together, giving Joy a total status of ¾ time for the entire semester.

Example 3: Derek, who is an undergraduate resident student, is enrolled in 14 credit hours in the resident term. As a resident undergraduate student, 12 hours in a 16-week term is considered full-time for VA purposes. Once students are considered full time, an increase in hours does not denote an increase in pay from the VA. Once you reach full-time status (12 hours), your pay does not increase regardless of the number of hours you are in above the full-time status.

Example 4: Jessica, who is an undergraduate resident student, is taking 9 hours in the resident term and 3 hours in the online B term. She will be considered full-time to the VA for only the first half of the semester (when the B term overlaps the resident courses). For the second half of the semester, she will be considered ¾ time to the VA because she will only be attending 9 undergraduate resident hours.
