Experience
During his time as a local government attorney, Prof. Erwin received the following honors:
- Served as the president of the Virginia Local Government Attorneys Association
- Served as the president of the Virginia Council of School Attorneys
- Received the Local Government Attorney’s Edward J. Finnegan Award in 2007, which is awarded to someone who has made significant contributions to the practice of local government law; in 2020, the LGA renamed its Special Projects Award the Walter C. Erwin, III, Special Projects Award
- Appointed by the Governor in 2016 to serve on the newly created Virginia Conflict of Interest and Ethics Advisory Council, serving a six-year term
- Served as a faculty member of the Virginia State Bar’s Professionalism Course from 2009 through 2011
- Worked with the Virginia Department of Housing and Community Development in 1993 to create the legal aspects block of instruction for the Property Maintenance Code module of the Virginia Building Code Academy; served as the principal instructor of the legal-aspects module for 16 years.
Biography
Prof. Erwin received his law degree from the T. C. Williams Law School of the University of Richmond and practiced law for 45 years. He joined the Lynchburg City Attorney’s Office in 1980 and became the City Attorney in 1991, serving until his retirement in 2021.
Since retiring from government service, Prof. Erwin has taught the State and Local Government course at Liberty University School of Law.
