Vendor Insurance & Certificate of Insurance Requirements
As part of the contracting process, Liberty vendors will need to meet specific insurance requirements related to the anticipated scope of work performed for the university. Please note that vendors will also need to provide a current Certificate(s) of Insurance (COI), evidencing the applicable policies, limits, and endorsements.
Operations Liability Requirements
Commercial General Liability, Professional Liability, and Umbrella Policies
The type of coverage and associated limits will vary based on the type of service provided and/or the scope of work performed.
- The vendor categories below provide the minimum liability requirements by service type.
- Note that these are minimum requirements, and the scope of work/project size may require higher limits.

Commercial Automobile Liability Requirements
In addition to the General Liability policies (see minimum liability requirements), contractors/vendors transporting university property, employees, or use of a vehicle is integral to the performance of the contract on property owned by Liberty University will need proof of Commercial Automobile Liability insurance based on the services performed.
- The minimum required limit is $1,000,000 combined single limit and the certificate must indicate that the vehicle is insured for business
- If the vehicle driven on Campus requires a CDL license, the required policy limit is $2,000,000
- If the vehicle will transport more than 14 passengers, the required minimum policy limit is $5,000,000 and an MSC-90B filing endorsement is required.

Workers Compensation and Employer’s Liability Requirements

- Employer’s Liability (minimum requirements for all vendors)
- Each Accident – $500,000
- Each Employee – $500,000
- Each Disease – $500,00

Required Policy Endorsements
Contractors/vendors shall provide evidence of the following endorsements for all applicable policies, Additional Insured, Waiver of Subrogation, Primary and Non-Contributory, and Direct Broker Notice for non-renewal or cancellation of policies.
Additional Insured
Vendor Commercial General Liability insurance policies, as well as Automobile Liability policies as applicable, should name Liberty University, Inc. its Trustees, Officers, Students, Agents and Employees as Additional Insured as it pertains to the work done/service provided and/or product delivered to Liberty University.
Along with the Certificate of Insurance (COI), the Vendor shall supply:
- A copy of the actual endorsement or,
- A copy of the Blanket Additional Insured Endorsement
Waiver of Subrogation
Vendor General Liability, Automobile Liability and Workers Compensation & Employer’s Liability policies shall include a Waiver of Subrogation in favor of Liberty University, Inc. its Trustees, Officers, Students, Agents and Employees.
Primary and Non-Contributory
Vendor General Liability, Automobile Liability and Workers Compensation & Employer’s Liability policies shall include an endorsement that all applicable polices will serve on a Primary and Non-Contributory basis for the scope of work to be provided and associated liability.
Direct Carrier Notice of Cancellation or Non-renewal
Vendor/contractor General Liability, Automobile Liability and Workers Compensation & Employer’s Liability policies shall include an endorsement to the effect that Cancellation, Non-renewal, or Material Change in the policies, adversely affecting our interest in such insurance, shall not be effective until 30 days after written notice has been mailed by the Direct Carrier and received by the Owner.
