What is the Jeanne Clery Campus Safety Act?

“The Clery Act requires colleges and universities to report campus crime data, support victims of violence, and publicly outline the policies and procedures they have put into place to improve campus safety.” – Clery Center

What Liberty University is Responsible For

Annual Security Report (ASR)

This ASR must include statistics of campus crime for the preceding 3 calendar years, plus details about efforts taken to improve campus safety.

ASRs must also include policy statements regarding (but not limited to) crime reporting, campus facility security and access, law enforcement authority, incidence of alcohol and drug use, and the prevention of/response to sexual assault, domestic or dating violence, and stalking.

Timely Warnings and Emergency Notifications

When a crime covered by the Clery Act occurs, campus officials are required to evaluate if there is a serious or ongoing threat to the campus community to determine if a timely warning notice needs to be issued to all students and employees.

An emergency notification is issued when there is an immediate threat to the campus community and can either be campus-wide or limited to a specific area depending on the risk.

Crime Reporting Geography

Clery Act crime reporting is not strictly limited to events that occur on campus or within campus buildings and residences. Institutions must include statistics for crimes that occur on campus, public property within campus bounds, public property adjunct to the campus, and non-campus properties owned by the university.

Listed Crime Categories

Institutions of higher education must include four distinct categories of crime in their ASR crime data. These categories include Criminal Offenses, Hate Crimes, VAWA Offenses, Arrests, and Referrals for Disciplinary Action. View Liberty University’s Campus Crime Reports.

Rights, Options, and Resources

Who is Required to Report Clery Act Crimes?

Campus Security Authorities (CSA)

A CSA is responsible for reporting criminal offenses that occur on the university’s crime reporting geography. These include not just police and security officers but also those specified in the Statement of Campus Security Authority.

If you are responsible for students or campus activities, you are a CSA.

Some examples of CSAs are staff within LU departments like the Office of Community Life or the Office of Equal Rights & Title IX (ERT), also if you are a Resident Assistant, Athletics Coach, or Faculty Advisor to a Student Club.

CSA Responsibilities

CSAs are required to report:

  • A description of the incident
  • The date and time the incident occurred
  • The date and time the incident was reported to the CSA
  • Exact location of the incident
