Educational Requirements

According to the Washington Department of Education:

The state of Washington offers the following endorsements.

  • Washington does not differentiate its Special Education Programs.

Students will need to obtain their Virginia license first to qualify for reciprocity.

Out-of-State Educators

Out-of-State Educators require the completion of a bachelor’s degree or higher. Must submit official transcripts showing degree conferral. Must complete a basic skills test (WEST-B or approved alternative) and pass a content area test for endorsement sought (WEST-E/NES or approved alternative). Teacher Testing Assessments Submission of fingerprints for a background check is required if a valid certificate is not already on record.

Special Education

If you hold an out-of-state teaching certificate with Bilingual Education, Early Childhood Special Education, ELL, General Science, and/or SPED, you will need to complete additional endorsement requirements before your certificate is issued.

PERMIT NOTE:  If the Dual Endorsement Requirements(link is external) have not been met prior to the expiration of the first permit, a second 12-month permit will be issued if all other necessary testing requirements have been met. The dual endorsement requirement must be met prior to the expiration of the second permit. Additional permits will not be issued beyond the second 12-month permit.

Reciprocity

No. According to the National Association of State Directors of Teacher Education and Certification (NASDTEC) Interstate Agreement, educators with at least three years of experience can use that to fulfill part of the requirements to be certified in Washington. Educators without this experience must verify preparation program completion.
