Additional Requirements (After Degree Conferral)

  1. Please submit all licensure documents (located on the Gate 4 Checklist) to gate4@liberty.edu.
  2. Students will need to obtain their Virginia license first to qualify from reciprocity.
  3. Gate 4 will complete a College Verification Form which will be used to apply for Virginia licensure. 
  4. After obtaining a Virginia license students can then apply for an Iowa license through reciprocity. 

Reciprocity

Completion of a full state-approved teacher preparation program for college semester hour credits from a regionally-accredited institution outside Iowa, and coursework deficiencies were identified after a BoEE transcript review. Applicants who have completed non-traditional programs should contact Iowa before applying to determine eligibility. This provides a 2-year license and will provide full teaching instruction within grade levels and endorsements listed on the license. Also holds substitute authority including long-term subbing. Students may also be granted an extension if more time is needed to complete the deficient coursework and applicants will convert to full licensure once the course deficiencies have been met. Additionally, Iowa requires official transcripts, verification of program completion, a valid or expired teaching license from another state, verification of required assessments (if required), and experience verification (if applicable). 

Iowa enacted HF 2627 on June 25, 2020, which modifies reciprocity rules for professional licenses. The Iowa Board of Educational Examiners updated section 13.5(2) of its regulations accordingly. Now, applicants may be granted a license and will not be subject to additional assessments or coursework deficiencies if the following additional requirements have been met: (1) verification of Iowa residency, or, for military purposes, a permanent change of military installation; (2) valid or expired regular teaching certificate or license in good standing from another state without pending disciplinary action, valid for a minimum of one year, exclusive of a temporary, emergency or substitute license or certificate; (3) passing test scores for the required assessment for the state where the teaching license was issued.
