Special & Gifted Education: Twice Exceptionalities with Transition & Special Needs, Gifted Education, & Special Education General Curriculum Add-On – Delaware

Educational Requirements

According to the Delaware Department of Education:

The state of Delaware offers the following endorsements.

Delaware offers 1571 Special Education Teacher of Students with Disabilities (K-12) and 1572 Teacher of Students who are Gifted and Talented

    Additional Requirements (After Degree Conferral)

    1. Please submit all licensure documents (located on the Gate 4 Checklist) to gate4@liberty.edu
    2. Gate 4 will complete a College Verification Form which will be used to add the Special & Gifted Education: Twice Exceptionalities endorsement to the Virginia license. 
    3. After obtaining a Virginia licensure with the Special & Gifted Education: Twice Exceptionalities Add-On, students can then apply for a Delaware license through reciprocity. 

    Reciprocity 

    Delaware Department of Education considers educators who hold a full and current license/certificate in another jurisdiction (any U.S. state, including District of Colombia, Guam, or Puerto Rico) for licensure by reciprocity.

    Upon review of the documentation, DDOE will determine if:

    • The applicant meets the requirements for an Initial License or Continuing License, and
    • Delaware offers a comparable certification area to the applicant’s out-of-state credentials.

     

    Delaware requires educators who want to have a Standard Certificate in Special Education are also required to hold a Standard Certificate for a teaching “content” area. When an educator provides out of state Special Education credentials without the educator holding an out of state teaching license/certificate in a content area, Delaware Licensure and Certification cannot consider that as being reciprocal until a content area is earned per Delaware law and regulations.

    Educators who provide an out of state Special Education credential, but have not provided a valid out of state teaching content area certification are considered not reciprocal until such time as qualifications for the content area are fulfilled.

    HB 207 

    Delaware enacted HB 207 on June 30, 2021, which removes the requirement that applicants for educator licenses obtain a passing score on an approved performance assessment. Instead, professional development and mentoring activities should include a focus on pedagogical knowledge. For participants in alternative routes for teacher licensure and certification programs, the law requires an assessment of program participants’ abilities to apply pedagogical skills to meet the needs of students and requires the Department to establish a committee of stakeholders to gather input and make recommendations on how to assess the pedagogical skills of program participants.
