Special & Gifted Education: Twice Exceptionalities with Transition & Special Needs, Gifted Education, & Special Education General Curriculum Add-On – Arizona
Educational Requirements
According to the Arizona Department of Education:
The state of Arizona offers the following endorsements:

Arizona offers a Mild-Moderate Special Education certificate (K-12) and a Gifted Education endorsement in the grade level on your initial certificate.
Students will need to obtain their Virginia license first to qualify for reciprocity.
Additional Requirements (After Degree Conferral)
- Please submit all licensure documents (located on the Gate 4 Checklist) to gate4@liberty.edu.
- Gate 4 will complete a College Verification Form which will be used to add on the Special & Gifted Education: Twice Exceptionalities endorsement to the Virginia license.
- After obtaining a Virginia license with the Special & Gifted Education: Twice Exceptionalities Add-On, students can then apply for an Arizona Certification through reciprocity.
Reciprocity
The Arizona Department of Education Certification Unit will reciprocate with all states and may issue a comparable teaching, administrative, or professional non-teaching certificate to an applicant who holds a valid, comparable certificate in another state and is in good standing in that other state.
Applicants may also qualify to add additional approved areas or endorsements to existing teaching certificates if they hold a valid, comparable approved area or endorsement in another state. Individuals who qualify under Certification Reciprocity Rules are exempt from Arizona educator exam requirements.
Arizona will not reciprocate expired, temporary, non-renewable, or out-of-the-country certificates/licenses.
