Educational Requirements
According to the Wisconsin Department of Public Instruction:
The state of Wisconsin offers the following endorsements.

Wisconsin offers Elementary and Middle School (K-9) and Special Education (Birth-grade 3).
Students will be required to pass the Foundations of Reading for Wisconsin Exam in the following endorsement areas: Elementary Education PK-5, Special Education, or Reading.
Students will need to obtain their Virginia license first to qualify for reciprocity.
Additional Requirements
Effective January 31, 2014, applicants for initial licensure in Wisconsin as an elementary teacher (grades K-5, EC, EC-MC, MC-EA), a special education teacher, a reading teacher, or reading specialist must receive a passing score on the Wisconsin Foundations of Reading Test (FORT). Reciprocity
Applicants have completed the testing requirements of a state-approved educator preparation program and are eligible for licensure in that state. Candidates should apply for the Wisconsin license that most closely matches their out-of-state license. Upon application, a review will be completed to determine comparability with Wisconsin preparation, testing, and statutory requirements.
The License Based on Reciprocity is a Tier II three-year renewable educator license. The License Based on Reciprocity is available for teacher and administrator licenses, but it is not available for pupil services licenses.
