School Counseling (48 Hours) – Hawaii

The M.Ed. School Counseling 48-hour program (MECU) is closed to new enrollments, but previously enrolled students are still permitted to finish this program. The below information addresses state requirements measured against the 48-hour program. Degree Completion Plans (DCPs) beginning after July 1, 2023, will reflect the 60-hour School Counseling Program (SHCO). Students on DCPs prior to 2023-2024 whose state requirements are 60 credit hours can contact LUO Academic Advising to switch to the new 23-24 60-hour M.Ed. School Counseling DCP.
There are two types of licensures that can be issued to applicants for initial certification in Hawaii – the provisional license and the standard license.

Provisional License

A provisional license may be issued to individuals who have a state approved teacher education program (SATEP) in Hawaii or another U.S. state and have less than 3 years of full-time teaching experience. The term of this license is 3 years and is non-renewable.

Standard License

A standard license may be issued to individuals with 3 or more years of full-time teaching experience within the last 5 years in a P-12 contracted position from a school in Hawaii or another U.S. state. The term of this license is 5 years and is renewable.

Hawaii offers reciprocity; however, additional state requirements must also be met.

The provisional and standard license applications provided by the Hawaii Teacher Standards Board indicate that the following requirements must be met:

  • Possess a baccalaureate degree from a regionally accredited U.S. institution or the equivalent from a non-U.S. institution.
  • Meet basic skills and content knowledge requirements.
  • Clear the Hawaiʻi Teacher Standards Board (HTSB) Professional Fitness check.
  • Copy of a signed U.S. Social Security Card.

**Note: This item does not apply to previously employed and current Hawaiʻi Department of Education and Hawaiʻi State Public Charter School teachers who have already provided the required information.

  • Copy of a valid government-issued photo identification

**Note: A school identification will not be accepted.

Being that Liberty University’s school counseling program is not currently identified on the list of Hawaii’s state approved teacher education programs (SATEP), students are instructed to follow the instructions for Option B which include the following additional requirements:
  • Receive satisfactory completion of a teacher, librarian or counselor SATEP in the U.S.
  • Submit HTSB Form LA3009.
  • Pass the following licensure tests identified in NBI 21-13: Praxis Core Academic Skills for Educators in Reading, Writing, and Mathematics Praxis Principles of Learning and Teaching (PLT) for recommended grade level(s) Praxis content test(s)
