Liberty University Center for Cyber Security Charter

Introduction

Liberty University recognizes the great importance of Cyber Security for both the public and private sectors.  As such, Liberty University is committed to preparing Cyber Security experts, to increase Cyber capabilities through novel research, and increase Cyber awareness throughout the University and the surrounding community.  To this end, the Liberty University Center for Cyber Security is established to formalize and coordinate these activities.

Vision

We envision the Liberty University Center for Cyber Security as an organization which will foster collaboration and interaction between faculty and students regarding Cyber Security and Information Assurance, will promote security awareness both in the University and the surrounding region, and will boost the capacity of local and regional educational opportunities at all levels of education.

Mission

Increase Cyber Security awareness and capabilities for the defense of systems in all sectors, both public and private by

  • improving cyber security educational opportunities at the high school, undergraduate and graduate levels;
  • improving security awareness in the general community, both throughout the University and the surrounding region;
  • fostering collaboration and interaction between students and faculty;
  • and engaging in novel research to advance cyber security technology. 
  1. Name
    a. The name of this organization shall be the Liberty University Center for Cyber Security (LUCCS)
  2. Organization
    a. The LUCCS shall be housed within the School of Engineering and Computational Sciences
    b. The LUCCS shall be funded through the School of Engineering and Computational Sciences budget.
  3. Administration
    a. Director
         i. The Director will be appointed by the permanent members of the Advisory Board.
        ii. The Director will be responsible for
                  1. maintaining any accreditation, certification, or designation related to Cyber Security for Liberty University;
                  2. maintaining contact and interaction with any regional, national, or international organizations with which the LUCCS is affiliated;
                  3. overseeing any collaboration with other educational institutions, from K12 through graduate schools;
                  4. coordinating with other departments within Liberty University regarding Cyber Security content in courses;
                  5. and calling meetings as needed with the membership of the LUCCS.
    b. Advisory Board
         i. The LUCCS will have an Advisory Board that will guide and direct the efforts of the LUCCS.
        ii. The permanent members of the Advisory Board shall be the Dean of the School of Engineering and Computational Sciences, the Dean of the School of Business, and a member of Liberty University Information Technology as appointed by the Chief Information Officer.
       iii. Other members may be appointed by the permanent members.
  4. Membership
    a. The membership of the LUCCS will be comprised of qualified faculty and staff.
    b. Members will serve on a volunteer basis and must be approved by the Director.
    c. Membership responsibilities include
         i. working toward the mission of LUCCS;
        ii. incorporating Cyber Security content into courses whenever appropriate;
       iii. participating in LUCCS events when possible;
       iv. contributing to the success and promotion of the LUCCS;
        v. and attending any LUCCS meetings as called by the Director.
  5. Resources
    a. LUCCS will make use of classroom and computational resources made available through the School of Engineering and Computational Sciences.
    b. LUCCS will maintain a website that houses information about current efforts, degree programs, this charter, and any other information deemed necessary by the Director.
  6. Amendments
    a. Amendments must be brought to the Director, who will present them to the Advisory Board. 
    b. Amendments must be approved by the members of the Advisory Board.
